OP09 Emperors in the New World Pop Report (2026): PSA 10 Population for Every Chase Card
On this page
There are 18,721 PSA 10 OP09 Emperors in the New World chase cards in existence across the 19 English printings with resolved population chains — and this page lists every one of them: the exact PSA 10 population of every OP09 chase variant (alt arts, mangas, SECs, SPs, and parallel printings), with the gem-mint price next to each count. PSA's own population report sits behind a login; ours is free and refreshed monthly. One Piece populations work nothing like vintage Pokémon's — this is a four-year-old market where the census is still being written — so read this next to the OP09 price guide and the pop-report explainer, and see what the complete OP09 chase set costs for the price side of the same data.
How Many PSA 10 OP09 Emperors in the New World Cards Exist?
18,721 PSA 10s across the 19 tracked English chase printings with exact GemRate chains, from 21,443 total PSA gradings. (16 of 35tracked printings have no resolved chain yet — those are omitted from the census below rather than guessed at, and Japanese printings are excluded throughout.) The table is the census, scarcest first — and in OP09 the top of the list isn't the manga rares that dominate the price guide. It's the "World" parallel printings almost nobody grades.

Alt Art or World Parallel: Which OP09 Variant Is Rarer in PSA 10?
The World parallel, by 18× or more on every clean comparison we track. The alt art is the version collectors grade, so its population dwarfs the parallel's: the Alt Art Shanks leader sits at pop 1,285 against just 58 for the World Shanks; the OP09-061 Alt Art Luffy at 2,510 against 134 for its World printing. (The OP09-118 and OP09-119 World printings resolve to the same cert chains as their SEC counterparts, so Shanks and the OP09-061 Luffy are the clean pairs.) It is the same inversion OP01 shows with its base leaders — the version worth grading gets graded, and the plain printing quietly becomes the scarce one. The difference: the World parallels still trade for $22 and $31 against $70 and $222 for the alt arts, so the census and the price tags point in opposite directions.
How Many PSA 10 OP09 Alt Art Luffys Are There?
2,510 PSA 10s of the OP09-061 Alt Art Luffy — the most-graded card in the set — plus 1,459 of the OP09-119 Alt Art Luffy. The OP09-061 count comes from 2,813 total gradings — a 89.2% gem rate. Here is its complete PSA pyramid, every grade with real counts:
Modern print quality means the pyramid is top-heavy — most submissions gem. The OP09-119 Alt Art Luffy is the one to watch on the price side: at $990 on pop 1,459, it is the most expensive OP09 card with a resolved census line — every pricier card in the set has unmeasured supply:

How Many PSA 10 Manga Rare Gol D. Rogers Are There?
Nobody can say yet — the OP09-118 Manga Rare has no resolved GemRate population chain, so it is one of the 16 tracked printings omitted from this census rather than guessed at. Its price is not so shy: at $18,600it is the most expensive card in the set by nearly four times over the next line, priced off a single verified sale. That is the defining tension of the OP09 census — the set's biggest money sits exactly where the population data hasn't caught up, so the grail trades on faith in scarcity that no chain has confirmed. In a four-year-old market, treat that as risk, not romance:

What Is the Rarest OP09 Card in PSA 10?
World Roronoa Zoro (OP09-076), at pop 32 — trading at $19. World Shanks (pop 58) and World Monkey D. Luffy (pop 134) follow. Every card at the top of the census is a World parallel or promo printing — supply that stayed raw because the market never told anyone to slab it. Whether that scarcity ever gets priced depends entirely on demand finding it; in a four-year-old market, that is a genuine open question, not a guarantee.
Which OP09 Cards Are Hardest to Gem?
One Piece cards gem at rates vintage collectors wouldn't recognize — 85–90% is normal for an alt art that goes straight from pack to sleeve to submission, and the World Luffy parallel gems at 97.1%. The interesting tail is the other end: in OP09 even the hardest gems are only a few points below the pack, which tells you how little of this print run ever touched a play mat:
| # | Card | Gem rate | PSA 10s / total graded | PSA 10 price | |
|---|---|---|---|---|---|
| 1 | OP09-042 Buggy — Alt Art | 82.8% | 869 / 1,050 | $72 | |
| 2 | OP09-118 Gol D. Roger — SEC | 84.7% | 1,341 / 1,583 | $100 | |
| 3 | OP09-118 World Gol D. Roger | 84.7% | 1,341 / 1,583 | $36 | |
| 4 | OP09-119 Monkey D Luffy — SEC | 84.9% | 1,912 / 2,253 | $132 | |
| 5 | OP09-119 World Monkey D. Luffy | 84.9% | 1,912 / 2,253 | $31 | |
| 6 | OP09-001 Shanks — Alt Art | 87.0% | 1,285 / 1,477 | $70 | |
| 7 | OP09-062 Nico Robin — Alt Art | 87.6% | 1,054 / 1,203 | $101 | |
| 8 | OP09-107 Nico Robin — Alt Art | 89.0% | 913 / 1,026 | $150 |
Is OP09 Scarcity Priced In?
Barely at all — and that is the honest headline of this page. Price divided by PSA 10 population is what the market pays per unit of gem supply:
| Card | PSA 10 price | PSA 10 pop | Price per pop unit |
|---|---|---|---|
| OP09-076 World Roronoa Zoro | $19 | 32 | $0.59 |
| OP09-119 Monkey D. Luffy — Alt Art | $990 | 1459 | $0.68 |
| OP09-001 Shanks — Alt Art | $70 | 1285 | $0.05 |
| OP09-001 World Shanks | $22 | 58 | $0.38 |
| OP09-009 SR Benn Beckman — Alt Art | $27 | 148 | $0.18 |
| OP09-042 Buggy — Alt Art | $72 | 869 | $0.08 |
The whole set tops out around $1per unit of supply — vintage WOTC cards clear thousands per pop unit. And note who is missing: the manga rares that carry nearly all of OP09's value can't appear in this table at all, because their populations are unresolved. Two readings: One Piece gems are cheap relative to their census, or vintage attention hasn't arrived yet and may never arrive at vintage scale. This market is four years old and has never traded through a downturn — both readings deserve weight. The cross-set comparison lives in the One Piece investing pillar.
OP09 Pop Report FAQ
How many PSA 10 OP09 Alt Art Luffys are there?
2,510 for the OP09-061 Alt Art Luffy as of the July 2026 GemRate chain, from 2,813 gradings — a 89.2% gem rate. The OP09-119 Alt Art Luffy adds another 1,459.
What is the rarest OP09 card in PSA 10?
The World Roronoa Zoro at pop 32. The top of the OP09 census is all World parallels and promo printings — the cards nobody grades — not the manga rares, whose populations are still unresolved.
Is this pop report free?
Yes. PSA's official population report requires an account login; this census is free, exact where GemRate chains resolve, English printings only, and refreshed monthly.
Do OP09 pop counts change?
Faster than any vintage set — new submissions gem at 85%+ and print runs are recent, so supply grows every month. We snapshot populations monthly; a card whose price holds while its pop climbs is demonstrating real demand.
Trade the census: the One Piece index prices the market daily, the OP09 chase-set bill prices this exact list, and the live deal feed is where underpriced supply surfaces.
