There are 1,384 PSA 10 Base Set 2 cards in existence across the 8 tracked holos with resolvable population chains — the set's entire measurable gem supply. That is the whole story of Base Set 2 in one number: the 2000 reprint set nobody graded. Its populations are a fraction of Base Set's, its prices a smaller fraction still, and this page is the free census: every tracked holo's PSA 10 count with the gem-mint price next to it, built on GemRate population chains and refreshed monthly. It is one chapter of the full WOTC pop report — and the cost side of the same data lives in what a complete PSA 10 Base Set 2 costs.

How Many PSA 10 Base Set 2 Cards Exist?

1,384 PSA 10s across the tracked holos with resolvable counts — 5 of 8 are exact GemRate chains (the rest are modeled and marked †). Four more tracked holos (Raichu, Scyther, Zapdos, Poliwrath) trade on the index but have no resolvable population chain at all, and eight of the set's twenty holos have never even produced a recent verified PSA 10 sale. The census, scarcest first:

For scale: Base Set's tracked printings hold 5,865PSA 10s. The reprint's entire gem supply is about 24% of that — not because the cards were rarer in packs, but because for twenty-six years almost nobody thought the unstamped reprint was worth a grading fee.

How Many PSA 10 Base Set 2 Charizards Are There?

83 — a modeled estimate, because even the population chain on this card is thin. Read that against the original: Base Set has 124 PSA 10 1st Edition Charizards, 58 Shadowless, and 487 Unlimited. The Base Set 2 Charizard — same Mitsuhiro Arita artwork, same holo pattern — is rarer in gem mint than the 1st Edition, and roughly 5.9x rarer than the Unlimited printing that trades at $31,200. It costs $16,200. That gap is reprint stigma, measured in dollars:

What Is the Most Graded Base Set 2 Card?

Mewtwo #10, with 29,998 total PSA gradings and 596 gems — a 2.0% gem rate, and the only Base Set 2 population deep enough to trade like a liquid market. It is also the set's cautionary tale: with 596 PSA 10s, it is 3.1x as common as anything else on the census, and its price is down 26.5% on recent comps — the one card in the set where supply actually shows up to the auction. What Is the Rarest Base Set 2 Card in PSA 10?

Among exact GemRate chains, Ninetales #13 at pop 86 — from just 3,476 gradings, the least-submitted tracked card in the set. The modeled counts go lower still: Gyarados #7 at an estimated pop 54† and Charizard #4 at 83†. And the honest answer may be a card this page cannot rank at all — eight holos have no verified gem comp and four have no resolvable chain, so somewhere in Clefable, Wigglytuff, and company hides a PSA 10 count nobody has bothered to price. Ninetales, the rarest card we can prove, trades at $504:

Why Is Base Set 2 So Much Cheaper Than Base Set?

Not because the gems are more common — a complete PSA 10 Base Set 2 costs $69,396 against Base Set's $819,708, about 8% of the price for a set holding roughly a quarter of the gem supply (1,384 vs 5,865). Same artwork, same era, same grading company — the entire discount is provenance. Base Set is the 1999 original with a 1st Edition stamp ladder that gave collectors three decades of reasons to grade and chase it; Base Set 2 is the reprint, and reprint stigma suppressed both demand and submissions. That second effect is the part the market keeps mispricing: low demand made low populations, and low populations mean that when demand does arrive — the index is up 77% since February — there is almost no gem supply to absorb it. The Charizard comparison makes it concrete: pop 83† at $16,200 versus pop 487 Unlimited at $31,200. The rarer card costs half as much. The full side-by-side lives in the Base Set pop report and the WOTC set-cost guide.

Which Base Set 2 Cards Are Hardest to Gem?

Gem rate is the other half of a pop report: not how many 10s exist, but what fraction of all submissions earned one. Chansey gems at 0.9% — Base Set-grade brutality — and nothing tracked in the set clears 2.5%. Year-2000 print quality was better than 1999's, but these cards were opened by kids, not investors:

Base Set 2: PSA gem rates for every tracked holo with a full grade pyramid. July 2026 pyramid snapshot.
#CardGem rate
12000 Base Set 2 Chansey #3 PSA 102000 Base Set 2 Chansey #30.9%
22000 Base Set 2 Venusaur #18 PSA 102000 Base Set 2 Venusaur #181.1%

52000 Base Set 2 Ninetales #13 PSA 102000 Base Set 2 Ninetales #132.5%

Every card on that list under 1.5% is a card where the PSA 10 is the trophy and the PSA 9 is the market. If you're weighing a raw submission, the PSA 10 value calculator turns these gem rates into expected value.

Is Base Set 2 Scarcity Priced In?

Not remotely — and the spread inside the set is its own argument. Price divided by PSA 10 population is what the market pays per unit of gem supply:

Base Set 2: PSA 10 price per unit of PSA 10 supply, highest first. July 2026.
CardPSA 10 pricePSA 10 popPrice per pop unit
2000 Base Set 2 Chansey #3$6,475147$44
2000 Base Set 2 Venusaur #18$1,301107$12
2000 Base Set 2 Mewtwo #10$4,440596$7.45
2000 Base Set 2 Ninetales #13$50486$5.86
2000 Base Set 2 Magneton #9$250190$1.32

Chansey tops the set at $44per unit of supply; Magneton sits at about a dollar. For context, Base Set's 1st Edition Charizard costs $4,065 per unit — about 92x the reprint set's very top ratio. Attention, not census data, sets vintage prices, and almost none of it has reached this set. The full ranked list across all fifteen WOTC sets is in the 50 rarest WOTC cards.

Base Set 2 Pop Report FAQ

How many PSA 10 Base Set 2 Charizards are there?

83, per the July 2026 modeled GemRate count — fewer than the 124 PSA 10 1st Edition Base Set Charizards, and roughly a sixth of the 487 Unlimited Base Set gems, despite identical artwork. It trades at $16,200.

What is the rarest Base Set 2 card in PSA 10?

Among exact population chains, Ninetales #13 at pop 86 ($504). Modeled counts put Gyarados #7 lower at an estimated 54† — and eight of the set's twenty holos have no verified PSA 10 comp at all, so the true rarest gem may be a card the market has never priced.

Is Base Set 2 worth grading?

For strong-condition holos, the math is unusually asymmetric: tracked gem rates run 0.9% to 2.5%, and a PSA 10 can pay forty times the PSA 9 or more on marquee cards — Chansey is $152 in PSA 9 versus $6,475 in PSA 10. Most submissions land 7–9, so grade selectively; the PSA 10 value calculator and the Base Set 2 investing guide cover the per-card expected value.

Is the PSA pop report free?

PSA's official population report now requires an account login. This page — and the full WOTC pop report it belongs to — is free, exact where GemRate chains resolve, and refreshed monthly.
