Among exact GemRate chains, Ninetales #13 at pop 86 — from just 3,476 gradings, the least-submitted tracked card in the set. The modeled counts go lower still: Gyarados #7 at an estimated pop 54† and Charizard #4 at 83†. And the honest answer may be a card this page cannot rank at all — eight holos have no verified gem comp and four have no resolvable chain, so somewhere in Clefable, Wigglytuff, and company hides a PSA 10 count nobody has bothered to price. Not because the gems are more common — a complete PSA 10 Base Set 2 costs $69,396 against Base Set's $819,708, about 8% of the price for a set holding roughly a quarter of the gem supply (1,384 vs 5,865). Same artwork, same era, same grading company — the entire discount is provenance. Base Set is the 1999 original with a 1st Edition stamp ladder that gave collectors three decades of reasons to grade and chase it; Base Set 2 is the reprint, and reprint stigma suppressed both demand and submissions.
